Will tighter regulation limit free speech?

Proposed media regulation in the wake of scandals in the U.K. is likely to lead to even greater power in the hands of a small group of individuals, according to Martin Moore, a panelist at a CJA-UK session on the Leveson Inquiry.

He argues the proposed model could lead to the effective licensing of journalists, and could close down access to news rather than open it up.

Moore prefers to see press abuses controlled through a model that has been working in Finland since 2003.
